Q:Will the band fit a 10'' upper arm width? Also, is the battery a standard battery that can be purchased anywhere?
A:Yes the LED slap band will definitely fit a 10" upper arm. The battery is a standard cell battery (larger size), which will last surprisingly long. A good place to buy them is in dollar tree (they come 2 or 4 in a pack).

Q:Would it stay snug on a 16"-18" arm or leg even though it doesn't go all the way around?
A:It would not work. - they fit best on an ankle / or wrist. And an upper arm 15" or smaller.
